🔍 Strategic note: Phase 1 (USD 85-100M) represents immediate, bankable opportunities: primary roads, water supply, land subdivision. The city actively seeks PPPs for wastewater treatment (BOT, USD 15-20M) and solid waste management (USD 8-12M).
